How it generally works

In Delhi, revenue matters are governed by the Delhi Land Revenue Act, 1954 and the Delhi Land Reforms Act, 1954, and are handled by revenue officers such as tehsildars and sub-divisional magistrates, with appeals to higher revenue authorities.

Revenue records such as the khatauni record possession and cultivation, and are important evidence, but mutation entries do not by themselves decide ownership.

Disputes about title are usually decided by civil courts, while revenue courts deal with matters assigned to them by statute.
